..Much could be achieved if the leaders of the major political parties in any western society were to sit down around a table, agree to forgo political point scoring in relation to this one issue, and conscientiously consider what policies would save most lives. The first step would be a simple agreement that drug usage should be treated primarily as a public-health and social problem. That is, of course, what it is. The need for effective law-enforcement measures to prevent drug importation and trafficking should not be permitted to detract from the need to focus on the health and safety of youth(Crispin 2010 p193)
